Crowd Managers (TCM)
Statutory minimum — IFC 2018
⚖️

The crowd manager count above is the legal floor under IFC 2018 §403.12.3.1 — not a safety recommendation. Use the TCM Calculator for full compliance detail. The staffing numbers above reflect industry best-practice ratios, which often exceed the statutory minimum.

Why gjori.ai built this

The legal minimum isn't a safety plan.

The TCM Calculator tells you how many Trained Crowd Managers the code requires. This tool answers a different question: how many people do you actually need to run a safe event? Security ratios, medical coverage, and floor staff requirements vary by event type, alcohol service, and venue configuration — and none of that shows up in the IFC. We built this to give producers and operators a defensible starting point, not just a compliance checkbox.

Common Questions

What the numbers mean.

Where do these ratios come from?
The security and medical ratios are drawn from DHS Special Events Guidance, NFPA 101, and industry standards published by ILEA and IAVM. The usher ratios reflect venue management best practices. These are recommended minimums — your AHJ, venue, or insurer may require more.
What's the difference between this and the TCM Calculator?
The TCM Calculator gives you the statutory minimum number of Trained Crowd Managers required by fire code (IFC 2018 or NFPA 101). This tool gives you recommended staffing across all roles — security, medical, and floor staff — based on industry standards. The TCM count is a legal floor. This calculator gives you a practical ceiling to plan toward.
Why does alcohol service change the numbers?
Alcohol service consistently increases security incident rates. Most industry guidance — including ILEA and venue management frameworks — recommends a higher security-to-patron ratio when alcohol is present, particularly for general admission and outdoor events. The increase varies by event type.
Is this a legal compliance tool?
No. This tool provides recommended staffing ratios based on industry standards and guidance — it is not a substitute for jurisdiction-specific requirements, permit conditions, or guidance from your Authority Having Jurisdiction (AHJ). Always verify staffing requirements with your AHJ, venue, and insurer before your event.
Can I get a version calibrated to my venue or jurisdiction?
Yes. If you operate a recurring venue or run a staffing agency, we can build a custom version calibrated to your specific event types, jurisdiction requirements, and staffing cost structure. Use the contact form below.
Does duration affect the staffing count?
Duration doesn't change the number of staff on the floor at any given time, but it does affect total labor hours. We display the total labor hours as a planning metric so you can estimate shift coverage and total cost when using V2 cost features (coming soon).

Want this built for your venue or agency?

We can build a custom staffing calculator calibrated to your specific event types, jurisdiction overlays, union agreements, and per-role hourly rates — with exportable PDF summaries ready for permitting and insurance review. Recurring venues and staffing agencies ship faster with a tool built to their workflow.
